    (literary) used to describe a situation where people across an entire region are suffering or living in misery. The term originates from a story about the Song Dynasty official Fan Zhongyan, who argued that it is better for the corrupt family of an official to cry than for an entire region (then called a "lu") to cry from bad governance.
