Duke Xiao of 秦国 qínguó, born 嬴渠梁 yíngqúliáng, who ruled from 361 to 338 BC during the Warring States Period; he is known for employing 商鞅 shāngyāng to enact legalist reforms that transformed Qin into a major power.
